LJUBLJANA, KRANJ, 2.7.2008 – The Ministry
of the Interior hosted 6. regular meeting of project group of RISER (Registry
Information Service on European Residents) international project from 30.6.
to 1.7.2008. The task of the RISER project is construction of technical
infrastructure and electronic services for exchange of data on residence
addresses of individuals among EU countries and also identifying legal,
organizational and semantic conditions for operation of the data exchange
system at the same time.
Ministry of the Interior as the Central Population Register manager and
company Genis d.o.o. as contractor for execution of international data
exchange service for RISER services users have become members of the RISER
consortium in June this year. Cooperation in interoperability project with
the purpose of exchange of data on residence addresses of individuals among
EU member countries is in question.
"Slovenia is interesting for RISER since it has data infrastructure,
quality official data in registers and well established system of population
registration and data flow. Although we are a small country we can offer
good practice and reliable services also in European Union," said
Irena Tršinar, secretary at the Ministry of the Interior.
Project is in pilot phase, under auspices of European commission and eTEN
(Trans European Telecommunications Networking) program. Members of the
project group are: Austria, Estonia, Ireland, Hungary, Germany, Poland,
Sweden, Switzerland and Slovenia, while the project is intended to expand
on 19 EU member states until 2010. Project and member consortium is lead
by German firm RISER of the same name. Within the project the Ministry
of the Interior and Genis d.o.o. will enable Slovenian users search of
individuals in other countries and vice versa.
Services arising based on RISER project will be meant especially for persons
of public and private law who need individual's address and verification
of age or existence of the individual in question. Reasons for the interest
of users for this service are numerous – enforcement of individual's rights
(social benefits, pensions payout, accuracy of data upon arising of contractual
obligation) and execution of their obligations (paying taxes, finding debtors,
prevention of intentional or unintentional abuse).
RISER functions only as a mediator between user from individual countries
and official data resources in other countries, taking care of simple operation
(data resources, forms, record structures, translations, prices) and destroys
the personal data after the completion of the procedure.
