KRANJ, BELGRADE, 7.11.2007 – Genis has signed an agreement on business-technical
co-operation in the area of information solutions for electronic conducting
of public administration with Serbian company Arius a.d. This agreement
deals with joint participation of the two companies at tenders for electronic
conducting of public administration in Serbia and Serbian Krajina. The
contract represents an important step in transferring Slovenian knowledge
and experience in electronic conducting of public administration to the
countries in the region.
Within the agreement Arius (www.arius.co.yu)
is in charge of acquiring projects and maintaining solutions. Genis will
take care of project management, specifications preparation and designing
business and data models. However, both companies will co-operate in the
construction and implementation of information solutions in public administration
operations.
“ Arius wants to offer top products to the Serbian public administration,
that is why we turned to Slovenian knowledge and experience, since Slovenia
is second in EU, in the field of electronic public administration services,”,
explained Slobodan Paunović, director of the Arius a.d.
“Genis offers standard and reliable electronic operation to the public
administrations in the region. It is mainly about transferring good practices
from Slovenia and implementing a registry organized public administration
approach”, emphasized Stane Štefančič, director of Genis.
The main areas of co-operation are basic national population registers,
for example a Central Population Register, a Population register and a
Permanent Population register. Thus Genis will also co-operate in the reorganization
of the Serbian Ministry of Internal Affairs in the area of internal administrative
affairs into a registry organized public administration. The companies
will also co-operate in the area of information support for issuing biometric
passports and other personal documents.
Genis has already made all basic national registers for Slovenian public
administration based on the architecture of central data storage on population
and the SOA concept which enables the connection of services and data to
all legitimate users of population data. The basic register is the Central
Population Register (CPR) which is connected with other registers, information
systems and public administration applications. According to legislation,
CPR data is used for statistical purposes, internal affairs, health
care and insurance, taxes and customs, national security, surveying, regional
planning and ecological conservation, employment and workforce market,
pension and disability insurance, administration of justice, education,
social care and other users and databases administrators. The CPR is, along
with other registers, such as the Population Register, the Permanent Population
Register, the Personal Documents Register and others, the basis for the
removal of administrative obstacles and thus the efficient and citizen-friendly
operation of Slovenian public administration.
